Raises the minimum age for tobacco product purchases from a minor to individuals under 21 years old, and applies this restriction to all tobacco products including electronic smoking devices, hookahs, and waterpipes.

Requires sellers of tobacco products to verify age using government-issued photographic identification containing the individual's date of birth, and prohibits sales to those who fail to provide adequate proof of age.

Eliminates the defense that an individual appeared to be over 21 years old in prosecutions for illegal tobacco sales.

Requires retail tobacco vendors to post a sign measuring at least 80 square inches with block letters at least one-half inch high stating that persons under 21 years of age cannot be sold tobacco products.

Authorizes the Attorney General to conduct compliance checks on retail tobacco vendors and classifies violations as petty offenses, while allowing local governments to enact more restrictive rules or ordinances.
