Amends Arizona Revised Statutes Section 45-604 regarding water measuring devices for groundwater withdrawal from nonexempt wells in active management areas and irrigation non-expansion areas.

Exempts persons holding type 2 non-irrigation grandfathered rights or groundwater withdrawal permits of 10 or fewer acre-feet per year from metering requirements, unless they hold multiple rights/permits totaling more than 10 acre-feet per year from a single well.

Exempts persons withdrawing 10 or fewer acre-feet annually for non-irrigation uses in irrigation non-expansion areas from metering requirements.

Exempts persons withdrawing groundwater for irrigation on 10 or fewer contiguous owned acres in irrigation non-expansion areas from metering requirements, provided the water is not used on integrated farming operations.

Exempts persons in active management areas withdrawing groundwater from irrigation grandfathered rights appurtenant to 10 or fewer acres from metering requirements, unless also using service area rights or other grandfathered rights.
