Requires all requests for proposals for correctional services contracts to be provided to the joint legislative budget committee for review upon publication.

Establishes that proposals must demonstrate cost savings using a standard cost comparison model established by the director and must offer services at least functionally equal to state-provided services.

Mandates the department conduct a biennial comparison of private contractor performance against state-operated facilities across eleven specified criteria including security, inmate management, programs, safety, food service, health services, and recidivism rates.

Requires the director to conduct a cost comparison of all privatization contracts every five years and submit the most recent service and cost comparisons to the joint legislative budget committee for review.

Allows correctional services contracts for an initial period of up to ten years with options to renew for two additional five-year periods, but permits the state to cancel without penalty after the first year with ninety days' notice.
