Establishes two-tiered earned release credit system: one day for every six days served for serious/violent/aggravated felonies, and one day for every three days served for all other offenses.

Prohibits earned release credits from reducing the court-imposed term of imprisonment.

Allows the director to forfeit all earned release credits upon prisoner reclassification for rule violations or failure to participate in programs, with subsequent restoration possible at director's discretion.

Requires prisoners without functional literacy at eighth grade level to achieve that standard or serve full sentence before community supervision release, with exceptions for disabilities, level five offenders, foreign nationals, and those with less than six months remaining.

Maintains existing provisions for conditions of community supervision, health care enrollment assistance, and penalties including forfeiture of five days of credits for frivolous claims or positive drug tests.
