SB 1380 Summary

• Amends section 41-2404 of Arizona Revised Statutes to modify the membership composition of the Arizona Criminal Justice Commission by removing requirements for a law enforcement leader and mayor, and adding a public defender and crime victim advocate.

• Requires the commission to submit a comprehensive report to the legislature by December 31, 2019 with data-based policy recommendations on reducing recidivism, expanding reentry services, revising sentencing laws, reducing prison population, and improving probation and parole supervision.

• Specifies that current commission members serving at the time the act becomes effective may continue serving until their current term expires before new appointments follow the revised statutory requirements.

• Directs the legislature to appropriate any cost savings from reducing the state's prison population that result from commission recommendations toward funding preschool and child care programs in Arizona.
