Requires school district governing boards to adopt and administer personnel policies that provide noncertificated employees with substantially equivalent due process procedures as those prescribed in statute for certificated teachers.

Allows governing boards to transmit electronic contracts to certificated employees at both school district and personal email addresses if no contract was transmitted by end of current school year.

Makes electronic documents transmitted as contracts considered written documents for purposes of teacher dismissal and non-renewal statutes.

Prohibits school districts from adopting employment retention policies based on tenure or seniority for teachers.

Requires school districts to pay discharged employees all wages due within ten calendar days after the date of discharge.
