Amends Arizona law regarding kinship foster care services for children removed from their homes and placed in department custody.

Requires kinship foster care parents to be at least 18 years old and submit to criminal background checks and home visits by the Department of Child Safety.

Establishes that kinship foster care parents are eligible for full foster care benefits, temporary assistance for needy families cash, and supplemental financial support.

Provides a monthly stipend of $250 per child placed with a kinship foster care parent.

Repeals conflicting provisions of section 8-514.03 from Laws 2018, chapter 110, section 2.
