Establishes a training course for charter school governing body members and key administrative personnel covering open meeting law, public records, enrollment, procurement, and student discipline, with materials available online at no cost.

Requires charter school sponsors to post publicly available information including governing body member names, financial data, related party transactions, conflict of interest policies, and spending by category.

Mandates charter schools adopt procurement policies by July 1, 2020 requiring competitive consideration for purchases, prohibiting purchases from governing body members and their relatives without disclosure and approval, and maintaining records for purchases exceeding $50,000.

Adds restrictions on charter school governing bodies limiting immediate family members to serve simultaneously and prohibiting them from being a majority, with at least three governing body members required.

Prohibits charter schools from limiting admission based on financial contributions or volunteer agreements, and specifies that procurement laws apply to charter schools with enforcement authority granted to the attorney general.
