Expands eligibility for Arizona Empowerment Scholarship Accounts to include children eligible for kindergarten and siblings of current or previous account recipients, and allows applicants to identify all applicable eligibility criteria during application without restriction to a single criterion.

Requires students in grades 3-12 who are full-time at qualified schools to annually take a nationally standardized achievement test, advanced placement exam, statewide assessment, or college admission exam assessing reading and mathematics, with exceptions for students with disabilities.

Changes funding transfer schedule from quarterly to monthly beginning January 1, 2020, and requires accounts to be funded as of the date parents agree to terms, with retroactive proration if delays occur.

Adds new eligible uses of account funds including supplemental materials (manipulatives, workbooks, flash cards), career and technical education tuition, and allows students with disabilities over age 18 to maintain accounts beyond high school graduation if they use 50% of annual funds for eligible disability services.

Establishes a policy handbook requirement with 60-day public comment period and legislative notification, creates monthly transparency reporting on expenditures and enrollment data, and establishes an oversight review council with parent, legislator, and superintendent representatives to provide annual recommendations.
