Establishes a three-year physical and health education professional development pilot program administered by the Department of Education to improve student health and reduce healthcare costs.

Schools applying to participate must have certified physical or health education staff and principal commitment to implementing school wellness policies, student fitness assessments, and privacy-protected data reporting on physical activity and nutrition.

Appropriates $9,650,000 from the state general fund for fiscal year 2019-2020, allocated as: $4,350,000 for school stipends, $4,350,000 for professional development service providers, and $950,000 for monitoring and evaluation.

Requires Department of Education to select qualified service providers by November 30, 2019, to deliver professional development training and by December 15, 2019, to conduct independent health and medical outcome monitoring and evaluation.

Mandates comprehensive annual reports by September 1 of 2020-2023 to governor and legislature on program results, best practices, and recommendations for statewide expansion; program repeals December 31, 2023.
