Requires the school facilities board and department of administration to annually publish a list of vacant and unused buildings owned by the state or school districts that may be suitable for charter school operations.

Prohibits school districts from preventing charter schools or private schools from negotiating to purchase or lease vacant buildings, and prevents districts from accepting lower offers from other buyers if a charter school or private school offers more.

Prevents school districts from withdrawing vacant properties from sale or lease solely because a charter school or private school is the highest bidder.

Grants charter schools the same protection, prohibiting them from preventing school districts from negotiating to buy or lease their vacant and unused buildings on equal terms with other potential buyers or lessees.

Allows school districts to sell used equipment to charter schools or private schools before attempting to sell or dispose of equipment through other means.
