Requires the Department of Education to submit an annual report by September 1 beginning in 2020 detailing disciplinary data by school district and charter school, including enrollment numbers, disciplinary rates by demographic subgroup, and disciplinary disparities between subgroups.

Defines "discipline measures" as in-school suspension, out-of-school suspension, expulsion, and referral to law enforcement, calculated as a three-year average for each school district and charter school.

Requires the Department of Education to track progress in reducing disciplinary rates and disparities, identify successful strategies used by schools making progress, and assess corresponding gains in student academic achievement.

Mandates the Department of Education to survey schools regarding implementation of evidence-based strategies including positive behavior interventions and support systems and restorative justice.

Specifies that subgroups tracked in the report include students by race/ethnicity, low-income students, students with disabilities, and students performing at basic or below-basic levels on statewide assessments.
