Amends teacher evaluation framework to require only one actual classroom observation per school year instead of two, with evaluators able to use informal walk-throughs throughout the year to assess performance.

Removes requirement for 60 calendar days between first and last observations and eliminates prohibition on observations within two instructional days of extended school closures.

Reduces quantitative student academic progress data requirement in teacher evaluations from 33-50% to 0-20% of evaluation outcomes, and excludes statewide assessment data for teachers not instructing tested content areas.

Allows students not enrolled for a full academic year to be excluded from student academic progress data used in evaluations.

Adds new certification rule allowing substitute teachers with primary classroom teaching responsibility to use that time toward required capstone experience for standard teaching certification.
