Amends Arizona Revised Statutes section 13-105 to redefine "historical prior felony conviction" for sentencing purposes.

Changes the lookback period for class 2 and 3 felonies from ten years to six years immediately preceding the present offense, excluding time spent on absconder status, escape status, or incarcerated.

Maintains existing categories of convictions that count as historical prior felonies, including dangerous offenses, crimes against children, aggravated DUI, and criminal enterprise convictions regardless of age.

Preserves the five-year lookback period for class 4, 5, and 6 felonies and out-of-state felony convictions committed within five years of the present offense.

Specifies that time exclusions for absconder, escape, or incarceration status apply when calculating whether prior offenses fall within applicable lookback periods.
