• Establishes the Youth Entrepreneurship Pilot Program administered by the Arizona Commerce Authority to serve persons ages 16-23 with entrepreneurial education, mentoring from business owners, and economic skill-building opportunities.

• Program must include a dedicated component serving youths in counties with populations under 750,000 persons and targets "disconnected youths" not currently employed or enrolled in school.

• Appropriates $500,000 from the Arizona Competes Fund in fiscal year 2019-2020, with $50,000 allocated for seed capital grants to program graduates in rural counties and $50,000 for seed capital grants to graduates in urban counties (750,000+ population).

• Requires annual reports to the Governor, President of the Senate, Speaker of the House, and Secretary of State detailing program activities, youths served, and outcomes achieved.

• Program sunsets on June 30, 2025, unless extended by the Legislature.
