Repeals subsection H of Arizona Revised Statutes section 16-1005, which previously made it a class 6 felony for any person to knowingly collect voted or unvoted early ballots from another person.

Eliminates the exemptions that previously allowed family members, household members, and caregivers to collect early ballots without criminal penalty.

Maintains existing class 5 felony penalties for ballot abuse, including offering consideration for ballots, receiving consideration in exchange for ballots, possessing ballots with intent to sell them, and knowingly collecting ballots without turning them in to election officials or the postal service.

Retains the class 5 felony penalty for soliciting ballot collection through misrepresentation as an election official or operating unauthorized ballot drop-off sites.
