Secretary of state, county recorders, and election officers must meet at least annually to develop standards and procedures for elections and polling places.

Standards must ensure voters do not wait more than one hour to vote at polling places or voting centers.

Standards must address appropriate number of polling places, staffing levels, equipment, supplies, and equal access for all voters including those using public transportation and persons with disabilities.

Election officials must ensure timely and accurate dissemination of polling place and voting center locations and hours of operation.

Officials must consult with the U.S. Election Assistance Commission and other recognized organizations with expertise in voting, elections, access, and compliance issues.
