Establishes the Arizona Election and Ethics Commission consisting of six members appointed by the governor, state legislative leaders, and state constitutional officers to oversee campaign finance and ethics enforcement.

Transfers the Secretary of State's duties related to investigating and enforcing campaign finance laws for statewide candidates, legislative candidates, ballot measures, and recalls to the new commission beginning in 2020.

Grants the commission authority to investigate complaints, issue advisory opinions, impose civil penalties up to $5,000 for violations, subpoena witnesses, and conduct hearings regarding campaign finance, ethics, and disclosure laws.

Excludes certain matters from commission jurisdiction including election conduct and results, legislative qualification disputes, and judicial officer conduct.

Terminates the commission on July 1, 2029, with all authorizing statutes repealed on January 1, 2030.
