Establishes organizational rights for state employees to join employee organizations and requires departments to recognize organizations with at least 1,000 members at the bargaining table.

Requires state departments to meet and confer with recognized employee organizations in good faith regarding hours, wages, benefits, and conditions of employment at least once every two years.

Prohibits employees and employee organizations from engaging in sickouts, work slowdowns, strikes, or other actions that disrupt service delivery.

Establishes a voluntary mediation process using neutral third-party mediators if parties cannot reach agreement, with the governor making final binding decisions on any agreements reached.

Requires departments to record proceedings of all meetings with qualified employee organizations and commit any agreements to written contracts.
