Amends Arizona Revised Statutes Section 27-301 to revise the definition of "mining" to include exploration, development, and extraction activities from mines, including on-site transportation and storage of materials, and processing of ores.

Expands the definition of "mining" to explicitly include off-site infrastructure such as power, water, fiber-optic and other communications services, construction facilities, and mined land reclamation activities regulated under chapters 5 or 6 of the mining statutes.

Clarifies that "mine" includes operations that either mix rock, sand, gravel or similar materials with water and cement or asphalt when physically connected to or interdependent with the mine, or operations being reclaimed under applicable chapters.

Updates gender-specific language in the definition of "inspector" from "his" to "the inspector's" for gender-neutral terminology.
