Amends Arizona Revised Statutes section 41-803 to require the Department of Administration to consider purchasing neighborhood electric vehicles before each new motor vehicle purchase.

State departments and agencies requesting vehicles from the state motor vehicle fleet shall be assigned a neighborhood electric vehicle unless they demonstrate the vehicle cannot meet their needs.

Establishes exceptions allowing agencies to use alternative vehicles when the neighborhood electric vehicle will operate on streets with speed limits exceeding 35 mph, carry loads exceeding 1,500 pounds, or transport more than 6 persons.

Adds "neighborhood electric vehicle" to the definitions section, cross-referencing Arizona Revised Statutes section 28-101.

Enacted April 30, 2019, with an effective date matching the amendment to section 41-803.
