Repeals sections 9-500.38 and 11-269.16 of Arizona Revised Statutes relating to scrap metal dealer licensing.

Amends section 44-1648 to remove references to repealed scrap metal licensing provisions while preserving cities' and towns' existing licensing authority.

Establishes requirements for retail sellers of groceries, food, and beverages to provide single-use straws, cutlery, plates, and drink stirrers only upon customer request.

Allows retail sellers to charge customers $.05 per single-use bag used to transport purchased items away from the point of sale, only if specifically requested by the customer.
