Adds "low-voltage electric fence" to Arizona Revised Statutes section 32-101 definition of "alarm," establishing specific requirements including 12-volt maximum power, enclosure by non-electric fence, continuous monitoring, and warning signs every 60 feet.

Establishes eight specific criteria that low-voltage electric fences must meet to qualify as alarm systems, including height restrictions (10 feet maximum), prohibition in residential zones, and prohibition on enclosing residential property.

Creates new section 32-108 declaring that regulation of low-voltage electric fence alarm systems is a matter of statewide concern under the board of technical registration's authority.

Preempts local regulation by prohibiting counties, cities, towns, and other political subdivisions from imposing additional regulations on low-voltage electric fence alarm systems beyond state requirements.
