Establishes a nonnative vegetative species eradication fund receiving legislative appropriations for invasive species removal projects, with investment earnings credited back to the fund.

Designates the Arizona Department of Forestry and Fire Management to coordinate with state land and wildlife agencies, monitor projects, and distribute grants to public entities and tribal governments for invasive species eradication.

Grant recipients must follow state and federal laws protecting endangered species and may use funds for projects that prevent fire and flooding, conserve water, and restore native habitat.

Requires the department to establish grant application procedures and award grants under state procurement law, with semiannual reporting to legislative leadership and the governor.

Appropriates $5,000,000 per fiscal year for 2019-2020 and 2020-2021, with any unspent balance reverting to the general fund on December 31, 2021.
