Prohibits school district and charter school employees and agents from using school resources (funds, facilities, vehicles, equipment, personnel, technology) to distribute campaign literature, gather petition signatures on school grounds, advocate for or against pending legislation, or influence election outcomes.

Establishes a complaint process allowing any person to file complaints with the Arizona Attorney General regarding alleged violations, requiring the Attorney General to evaluate each complaint and transmit copies to the state board of education.

Imposes civil penalties up to $5,000 plus restitution of misused monies for knowing violations; penalties must be paid by the violator, not from school district funds or insurance.

Permits school districts to distribute neutral informational pamphlets on budget override and bond elections, and allows use of school facilities for impartial government-sponsored forums or debates that provide equal opportunity to all viewpoints.

Clarifies that employees cannot use their authority to influence subordinate employees' voting or political activities, and school districts cannot spend money on association memberships that attempt to influence election outcomes.
