Requires schools to provide parents with a curriculum information form at the beginning of each school year that includes the parents' bill of rights, detailed curriculum information, complete lists of mandatory and optional reading materials, and digital learning materials with acknowledgment that materials comply with obscenity laws.

Amends parental involvement policy requirements to include developing and maintaining the curriculum information form and ensures parents can access curriculum materials, reading lists, and digital learning resources.

Parents can object to and withdraw children from learning materials or activities on grounds they are harmful, including materials that question beliefs about sex, morality, or religion.

Establishes a complaint process requiring parents to first submit written complaints to the school principal (who must respond within 15 days), then to the school district governing board (within 25 days), before pursuing legal action with the Attorney General (who must respond within 30 days).

Maintains existing parental rights including advance notification and opt-out procedures for sexuality instruction, sex education curricula, and immunizations.
