• Modifies felony conviction standards for racing industry licenses and permits by allowing discretionary (rather than mandatory) denial for convictions not substantially related to job qualifications, and requires mandatory denial only when convictions are substantially related to license/permit duties.

• Amends simulcasting language in horse and dog racing regulations by changing "having a population" to "with a population" in references to county population thresholds for simulcast operations.

• Authorizes a permittee in counties with 700,000 to 1.5 million population to own or lease up to six new additional wagering facilities that begin operations between the effective date and June 30, 2022.
