Arizona Legislative Council director must prepare legislation repealing any state or federal statute held unconstitutional by an appellate court if the opinion was issued at least 90 days before the regular session and further judicial review is unavailable or not being sought.

Director must post proposed repeal legislation on the legislature's website at least 80 days before the regular session begins, with a 30-day public comment period.

Legislative Council must hold a public meeting before the regular session to take testimony on the proposed legislation.

At least 30 days before the regular session, Legislative Council must transmit to legislative leaders the proposed legislation, public comments, meeting minutes, and a written explanation of how comments were incorporated.

Any legislator may introduce the proposed legislation in their respective chamber, and public comments and the Council's written explanation must be entered into the official legislative record.
