County boards of supervisors may authorize mail ballot elections for any election administered by the county, including federal, state, and local elections.

Countywide mail ballot elections require approval by the county board of supervisors and can only be conducted if at least 60 percent of the county's registered voters are on the permanent early voting list.

Counties, cities, towns, and school districts conducting mail ballot elections must report annually to the president of the senate and speaker of the house of representatives by January 1.

Required reporting must include voter turnout changes, cost comparisons to traditional elections, program improvement suggestions, frequency and severity of irregularities, voter satisfaction, and number of nondeliverable ballots.
