Implements automatic voter registration beginning January 1, 2020, for persons applying for driver licenses or renewals who are otherwise qualified to vote, unless the applicant affirmatively opts out.

Requires the Department of Transportation to establish an electronic database of documents providing proof of U.S. citizenship and transmit citizenship designations to county recorders and the Secretary of State's statewide voter registration database.

Directs the Secretary of State to establish a comprehensive security, privacy and technology policy governing access to voter registration information, with restrictions on disclosure of social security numbers, driver license numbers, and signatures.

Requires the Secretary of State to identify state agencies collecting voter registration-relevant information and establish procedures for automatic voter registration through those agencies by January 1, 2020.

Mandates annual public and legislative reports documenting the number of records received from agencies, voters registered, ineligible persons identified, and implementation of security and privacy protocols.
