Raises the minimum age to operate a motorized watercraft (greater than 8 horsepower) from 12 to 16 years old, except in emergencies.

Requires persons aged 16-17 to either complete an approved boating safety course with certificate onboard or have a parent/guardian or adult (18+) present on the watercraft.

Requires all persons born after 2001, including those 18 and older, to complete an approved boating safety course and carry the certificate onboard when operating motorized watercraft over 8 horsepower.

Maintains existing prohibitions on careless, reckless, or negligent operation of watercraft and water skis, and restrictions on passenger placement that obstructs the operator's view.

Establishes class 2 misdemeanor penalties for violations of negligent operation and passenger placement restrictions.
