Amends Arizona Revised Statutes section 41-1008 to establish a cap on agency fee increases at the percentage change in the average consumer price index (CPI) between the current year and the year of the last fee increase.

Allows agencies to exceed the CPI cap if they either submit the fee increase to the joint legislative budget committee for review or are required to submit annual reports to the legislature that include information about the fee.

Requires agencies to identify the specific statute or tribal-state gaming compact that authorizes each fee on all collection documents.

Maintains existing requirements that agencies must comply with rule-making provisions to establish or increase fees, and fees cannot be charged until the rule is effective.

Provides that exempt rule-making fees are effective for two years unless an extension is granted by the council, after which agencies must comply with standard rule-making requirements to continue charging the fee.
