Amends Arizona Revised Statutes Section 15-975 regarding state, county, and federal funding calculations for joint common school districts.

Requires each county portion of a joint common school district to be treated as a separate school district for funding determination purposes.

Mandates student enrollment and attendance records be kept and submitted electronically to the superintendent of public instruction (removes language specifying format requirements).

Defines "assessed valuation" for joint common school districts as the net valuation of the district portion within each county for purposes of Section 15-101 application.

Each county portion of a joint common school district is deemed to employ five or more contract classroom teachers for statutory purposes.
