Requires the Arizona Department of Health Services, Division of Behavioral Health, and AHCCCS Administration to contract for trauma treatment services only with behavioral health clinicians licensed or certified in Arizona who are certified in evidence-based trauma treatment practices with at least 51% effective reliable change index.

Clarifies that these contracting requirements do not mandate either agency to contract for or reimburse trauma treatment services.

Appropriates $450,000 from the state general fund to AHCCCS Administration in fiscal year 2019-2020 to provide grants to contractors offering trauma treatment service training to behavioral health clinicians.
