Increases the lifetime cash assistance limit for Temporary Assistance for Needy Families (TANF) from 12 months to 24 months for heads of household, spouses, ineligible parents, and adult nonparent relative caregivers.

Changes the cash assistance termination date from July 1, 2016 to July 1, 2019 for families that have received 24 or more months of assistance.

Eliminates subsection G provisions that allowed families to receive an additional 12 months of assistance if the head of household complied with work requirements and dependent children maintained 90% school attendance.

Applies the changes retroactively to assistance received on or after October 1, 2002.

Maintains existing exemptions for child-only cases, assistance received on Indian reservations with high unemployment rates, and partial grant months.
