Adds a comprehensive definition of "bullying" to Arizona law (section 15-101) as written, verbal, or electronic communication intended to harm students by substantially interfering with education, causing emotional distress, affecting physical/mental health, or disrupting school operations.

Requires charter schools to adopt and enforce bullying policies and procedures including reporting mechanisms, employee training, investigation processes, disciplinary procedures, and protection for alleged victims, using the same bullying definition as public schools.

Amends section 15-341 to update public school district bullying policies to use the new statutory definition and expand protections to cover off-campus conduct if reported to school officials and creating a hostile school environment.

Establishes specific policy requirements for all schools including confidential reporting procedures, written documentation and maintenance of reports for six years, notification of parents/guardians, employee reporting obligations, and annual training for administrators, employees, students, and parents.

Declares legislative intent that students have the right to be free from harassment, intimidation, and bullying, and that safe school environments are necessary for learning and academic achievement.
