Allows qualified persons to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days prior to the election.

Permits same-day voter registration at polling places on election day by completing a registration form and providing proof of residence.

Restricts same-day and late registrants to voting only by provisional ballot in the election they registered for, but allows them to vote normally in any election held at least 29 days after their registration date.

Limits same-day and late registrations to federal offices (including presidential electors), statewide and countywide offices, and legislature, excluding partisan primary elections.

Directs the secretary of state and county election officers to promptly implement these registration procedures.
