SB 1507 Summary

• Requires all firearm sales or transfers to be facilitated by a licensed firearms dealer, with limited exceptions.

• Licensed dealers must conduct federal background checks on purchasers/transferees under 18 U.S.C. § 922(t) and state and local law before delivering firearms.

• Dealers may charge a fee not exceeding $20 to cover administrative costs for facilitating transfers.

• Exempts certain transfers including law enforcement, military, gunsmiths, loans at shooting ranges, lawful hunting/sporting loans, family gifts between immediate family members, and inheritance transfers.

• Violators are guilty of a class 5 felony.
