Amends Arizona Revised Statutes section 5-572 to establish the Arizona State Parks Board Heritage Fund, funded by $10,000,000 annually from the state lottery fund.

Allocates heritage fund monies as follows: 5% for trails, 35% for local/regional/state parks, 17% for natural areas acquisition, 4% for natural areas maintenance, 17% for historic preservation, 17% for state park acquisition/development, and 5% for environmental education.

Establishes that the heritage fund is administered by the Arizona State Parks Board, is not subject to legislative appropriation, and monies do not revert to the state general fund or lapse.

Prohibits the Arizona State Parks Board from using eminent domain to acquire property paid for with heritage fund monies and limits any entity from receiving more than 20% of available monies in a fiscal year.

Requires the Arizona State Parks Board to submit annual reports to legislative leadership detailing expenditures, property acquisitions, tax revenue impacts, and employee costs related to fund activities, with performance audits conducted by the auditor general.
