Amends Arizona law to require the Department of Environmental Quality to adopt rules establishing appliance and equipment energy efficiency standards identical to Vermont's standards in effect as of July 1, 2018.

Requires manufacturers to certify in writing to the Department of Environmental Quality that products sold in Arizona meet the adopted efficiency standards, with an alternative option to certify to other states with similar standards.

Establishes a civil penalty of up to $500 per violation for knowingly selling or installing products that fail to meet applicable energy efficiency standards, enforceable by the Arizona Attorney General.

Repeals existing sections 44-1375, 44-1375.01, and 44-1375.02 once the Department of Environmental Quality adopts the new rules, with the department required to notify the Arizona Legislative Council of the repeal date.
