Requires automatic voter registration beginning January 1, 2020 for persons applying for or renewing driver licenses, nonoperating identification licenses, or changing their address, unless they affirmatively decline registration.

Establishes that the Department of Transportation must develop an application form in consultation with the Secretary of State that allows applicants to choose a political party, designate language preferences, or decline voter registration, with the form provided at the conclusion of the transaction.

Mandates electronic transmission of completed voter registration applications from the Department of Transportation to the Secretary of State within one calendar day, with registration becoming effective 21 days after the original transaction unless a declination is received.

Creates automatic voter registration for eligible persons at state public assistance and disability agencies designated by the Secretary of State, requiring agencies to provide notice of eligibility requirements and the option to decline registration.

Provides that persons who unknowingly register while ineligible are not subject to criminal penalties for fraudulent registration, and that records of persons who decline registration remain confidential and are used only for voter registration purposes.
