Extends the deadline for local governments to issue uniform video service licenses from 30 to 45 days after receiving a completed application.

Adds letters of credit to the list of permissible security requirements that local governments can impose on video service providers.

Limits local government audits of video service provider records to once every three years and restricts audits to periods ending no more than three years before the audit notice is received.

Extends the statute of limitations for assessing additional license fees from three to four years after fees were required to be paid.

Extends the complaint filing period for license fee disputes from two to three years after written demand, with the minimum waiting period increased from four to six months.
