Amends Arizona Revised Statutes sections 3-104 and 3-3605 to establish notification requirements between the Department of Agriculture advisory council and the pest management division council.

Requires the director to notify any division council established under section 3-105 of agenda items that will impact that division before advisory council meetings.

Establishes that the pest management division council shall advise the director on pest management industry matters but excludes reviewing individual cases, investigations, or certification/licensing applications.

Requires the director to notify the pest management division council of department of agriculture advisory council agenda items that impact the division or pest management industry, allowing the pest management council to make recommendations.

Effective upon signature by the Governor on April 10, 2019.
