AHCCCS and its contractors may reimburse opioid treatment program providers only if providers submit annual reports demonstrating enforcement of security plans, neighborhood engagement plans, patient care plans, community relations plans, and diversion control plans.

AHCCCS must post submitted reports on its public website and allow cities or towns 30 days to provide comments; AHCCCS must approve or reject reports within 30 days after the comment period closes.

AHCCCS and the Department of Health Services must establish standards by December 31, 2019 for designating centers of excellence for treating opioid use disorder, including requirements for coordination of care, tracking metrics, and third-party audits.

An Arizona Opioid Use Disorder Review Council is established with legislative and gubernatorial appointees to review standards, reporting requirements, medication access, and patient outcomes, with annual reporting to the Governor and Legislature until December 31, 2023.

AHCCCS must maintain a public list of designated centers of excellence and provide annual reports by January 15 detailing standards, designated centers, and performance summaries.
