Amends section 8-804 to add "an adult who works in a group home, residential treatment center, shelter or other congregate care setting" as a category requiring central registry background checks for child abuse and neglect.

Updates definitions in sections 41-619.51 and 41-1758 to add the Arizona Department of Agriculture to the list of agencies conducting fingerprint background checks.

Amends section 41-1758.01 to include section 3-314 in the fingerprinting requirements for persons seeking licenses and employment.

Expands section 46-141 to require fingerprint clearance cards for adults working in group homes, residential treatment centers, shelters, and other congregate care settings, with criminal history restrictions matching those for direct service providers.

Becomes effective immediately as an emergency measure, with certain provisions taking effect August 3, 2019, and includes delayed repeals of conflicting statutes from Laws 2018.
