SB1538 Summary: Adult Protective Services

• Expands the definition of "eligible person" across multiple statutes to include employees of adult protective services who have direct contact with families, providing them with address confidentiality protections similar to law enforcement and child protective services workers.

• Establishes a new adult protective services central intake unit responsible for receiving reports of alleged abuse, neglect, or exploitation of vulnerable adults and making necessary resource referrals.

• Creates two new confidentiality provisions (sections 46-460 and 46-461) that protect personally identifying information in adult protective services records while allowing limited disclosures to law enforcement, courts, and authorized agencies for investigations and service provision.

• Authorizes the establishment of multidisciplinary adult protection teams consisting of adult protective services employees, county attorneys, law enforcement, behavioral health, and other human service agencies to develop prevention and intervention resources.

• Expands mandatory reporting requirements for abuse, neglect, and exploitation to include additional professionals such as physician assistants, nurses, pharmacists, medical examiners, and developmental disabilities providers.
