Voids and makes unenforceable any deed, contract, or security agreement that prohibits installation or use of solar energy devices or water saving devices and indoor/outdoor water conservation practices in real property transfers.

Requires landlords to provide written notice to tenants at least 30 days before lease termination if rent will increase 10 percent or less, and at least 60 days before termination if rent will increase more than 10 percent.

Prohibits homeowners associations from banning solar energy devices or water saving devices and conservation practices, but allows associations to adopt reasonable rules regarding placement that do not prevent installation, impair functioning, or restrict use.

Requires homeowners associations to provide written notice to members of any rules adopted regarding solar or water saving devices.

Awards reasonable attorney fees and costs to parties who substantially prevail in court actions against association boards for violations of solar and water conservation device provisions.
