Allows students enrolled in Arizona empowerment scholarship accounts who reside on Indian reservations to continue using scholarship funds at nongovernmental schools located in adjacent states within two miles of the Arizona border until July 1, 2020.

Designates schools in adjacent states within two miles of Arizona's border as qualified schools if they accepted empowerment scholarship account funds from Indian reservation students during the 2017-2018 or 2018-2019 school years, with the exception that new students cannot use funds at these schools unless they attended in 2018-2019.

Requires reinstatement in the empowerment scholarship account program for students who were previously terminated but meet the criteria of residing on an Indian reservation and having paid tuition to an eligible adjacent-state school.

Applies retroactively to June 30, 2017.
