Amends the 2016 capital outlay law and makes appropriations totaling hundreds of millions for fiscal year 2019-2020 for building renewal, maintenance, and major state infrastructure projects.

Allocates $17,000,000 from the capital outlay stabilization fund to the Department of Administration for building renewal and allows use of funds for building demolition.

Appropriates funds to the Department of Transportation for highway construction ($393,432,000), airport development ($33,120,000), and specific projects including Interstate 17 expansion ($130,000,000 over three years), U.S. Route 95 expansion ($28,000,000), and Interstate 10 widening study ($10,000,000).

Provides capital appropriations to multiple agencies including $3,875,000 to Emergency and Military Affairs for a readiness center, $1,250,000 to Arizona State Parks for a pedestrian bridge at Tonto Natural Bridge, and various amounts to Game and Fish, Transportation, Public Safety, and other departments for facility improvements and maintenance.

Exempts certain appropriations from joint committee on capital review requirements and establishes reversion dates for several local government distributions if matching funds or conditions are not met by specified deadlines.
