• Creates motor vehicle pool consolidation fund effective July 1, 2020, consisting of monies transferred from the motor vehicle pool revolving fund to reimburse the department of transportation for costs related to state motor vehicle fleet operations.

• Modifies budget submission procedures including changing deadline from June 1 to July 1 for transmitting budget forms to agencies and reducing required copies of budget estimates from five to two copies.
